* Policies to mitigate the high cost of pharmaceuticals;

* Promotion of effective access to medical records, including the development of electronic medical records;

* Access to health care on a reasonable basis for all consumers;

* Development of sustainable health care resources for rural, low-income and other at-risk populations; and,

* Formulation of standards and programs to promote consumer wellness.
